    <title>16 bids of interest in UK's £1bn CCS competition </title>

    <description>Sixteen bidders have expressed an interest so far in the UK’s £1 billion carbon capture and storage competition, which was launched last month. The government said it had published the list in order to spark further discussion within the CCS industry over potential collaborative projects.</description>

<p>The announcement comes about a week after Norway’s newly-opened Technology Centre Mongstad (TCM) urged&nbsp;British companies involved in the UK's CCS competition to trial their technologies at what is being billed as the "world's largest dedicated testing centre".</p>
<p>The Department of Energy and Climate Change (DECC) is hoping to encourage companies and suppliers to join forces in delivering so-called “cluster projects”, whereby facilities could bring costs down by sharing infrastructure.</p>
<p>A DECC spokesman said: “This high level of interest proves that the UK is back on track with CCS. From the outset, we are working through collaboration with industry to ensure we make CCS a reality.”</p>
<p>Companies expressing an interest in the UK’s CCS fund include Peel Energy, the utility firm behind the controversial Hunterston power plant, and National Grid, one of the main companies involved in the NE CCS Cluster in the north of England. CO2 DeepStore is progressing with plans for Summit Power's new Caledonia Clean Energy Project at Grangemouth, near Edinburgh. While 2Co Energy, National Grid and Shell are already pushing ahead with plans for carbon capture at the Don Valley Power Project in Yorkshire.</p>
<p>The UK government pointed out that the list shows companies that would lead a bid, but who will not necessarily submit a full application by the competition deadline of 3 July.</p>
<p>Tore Amundsen, managing director of Norway's TCM, said: "Entrants to the UK's £1bn CCS competition will be judged on their ability to reduce the cost of CCS," he said. "Through testing, verification and demonstration of technologies, TCM can help them to reduce both operating and capital expenditures, and improve performance and reliability.”</p>
<p>TCM was officially launched on 7 May to widespread international interest. The joint venture between Gassnova, Statoil, Shell and Sasol was built at a cost of around £650m. The plant will conduct "catch and release" testing of capture technologies which, although not contributing to any emissions reductions, aims to help drive down the costs of deploying CCS at commercial scale.</p>
<p>Meanwhile, the UK government will reveal later this year or early next year which projects will be successful in their bid, around the time that the European Commission’s NER300 programme announces its funding for CCS and renewable technology programmes across Europe.</p>

<p>Mange engasjerte mennesker i Norge vil fra tid til annen havne i en
situasjon der de er inhabile. Det kan være en kommunestyrerepresentant som har
økonomiske egeninteresser i en sak, en journalist som har for tette bånd til
intervjuobjekt eller et medlem av bygningsrådet som selv har en byggesøknad
pågang. Det er derfor vi har habilitetsregler, slik at folk kan melde seg
inhabile når det oppstår saker der man for har eksempel økonomisk egeninteresse
eller andre åpenbare habilitetskonflikter. Mange som har mye kompetanse i
Norge, vil kunne møte denne habilitetsproblematikken.</p>
<p>&nbsp;- At eksperter sitter i et fagråd knyttet&nbsp;til&nbsp;organer som
også deler ut penger til&nbsp;samme organisasjon, men uten å delta i
behandlingen av egen organisasjon sin søknad, er helt ordinær praksis i
offentlig forvaltning.&nbsp; Bare i Forskningsrådet er det flere titalls slike
fagråd/programstyrer. Det eneste uvanlige i denne saken er at en
miljøorganisasjon sitter med en kompetanse som gjør oss kvalifisert for å sitte
i et slikt fagråd, sier Einar Håndlykken, leder i ZERO.</p>
<p>Slik kan man ta verv, samtidig som man er ryddig og etterrettelig.</p>
<p>-&nbsp;På grunn av ZEROs kompetanse på klimavennlige kjøretøy, er vi blitt
bedt om å sitte i Transnovas fagråd. Dette har vi takket ja til. Det betyr at
vi melder oss inhabile og forlater møtene i fagrådet de ganger søknader der
ZERO er med i søkergruppen skal behandles. Slik kan vi bistå med vår kompetanse
uten å havne i en situasjon der vi bevilger penger til egne prosjekter eller
hindrer andre i å få penger, presiserer Håndlykken.</p>
<p>- Bare så det er helt klart: ZERO har ikke på noe tidspunkt vært med på å
bevilge penger&nbsp;til oss selv. Vi har forlatt alle møter i fagrådet hvor
våre søknader er behandlet. Ja, vi har sågar forlatt møtet når samme tema som
vi har søkt om blir behandlet. Når ZERO hadde søknad inne om hurtiglading,
forlot ZERO møtet under hele diskusjonen om elbil, når vi hadde søknader på
hydrogen, forlot vi møtet når alle søknader innen hydrogen ble behandlet.</p>

<p>Debatten om kutt hjemme versus ute har vist at en stor del
av det politiske miljøet faktisk ønsker å nedprioritere kutt hjemme og heller
satse ute. Derfor er det flott at det i Klimameldingen slås fast at man skal
gjøre begge deler, ja man skal faktisk stå ved tidligere lovnader om 2/3 kutt
hjemme.</p>
<p>Dette er et viktig prinsipp som også EU følger. Ved å ta
kutt hjemme har vi mulighet til å hjelpe norske teknologiaktører innen klima og
grønn energi til å utvikle seg i et hjemmemarked Kutt ute kan fort bli subsidiering
av utenlandske selskaper. Dette er en av grunnene til at EU har som prinsipp å støtte
hjemmemarkedet først. Biogass vies stor plass i Klimameldingen, og vi kan lese at Regjeringen
vil: ”Bidra til utvikling av biogass i Norge, blant annet gårdsbaserte
biogassanlegg og store sambehandlingsanlegg for husdyrgjødsel og avfall.”</p>
<p>Redegjørelsen som følger rundt biogass er gjennomarbeidet og
det vises til konkrete eksempler på flere anlegg som er bygd eller er under
prosjektering. Det henvises til Landbruksdepartementets egen Klimamelding fra
2009, hvor biogass var løftet frem som viktigste enkelttiltak med målet om at
30% av all husdyrgjødsel skulle behandles i slike anlegg innen 2020. I Klimakur
var dette målet til og med satt 60% i områder med stor husdyrtetthet som på Jæren.
Situasjonen på Jæren er imidlertid at svært lite skjer. Ingen nybygde gårdsanlegg
siden Aana Kretsfengsel i 2002.</p>
<p>Dermed er det ikke overraskende at meldingen oppsummerer
kapittelet om biogass som klimatiltak i jordbruket på denne måten: ”Slik virkemidlene
er innrettet i dag, er det ikke lønnsomhet i å starte biogassproduksjon”.</p>
<p>Konklusjonen fra Regjeringen er altså at dagens rammebetingelser
ikke er tilstrekkelige for å utløse bygging av anlegg med husdyrgjødsel som hovedråstoff.
Meldingen stanser her uten diskusjon om målsetninger eller forslag til endring
av dagens praksis.</p>
<p>Skuffelsen over meldingen ble denne uken vendt til forsiktig
optimisme. Staten har i &nbsp;Jordbruksforhandlignene
fulgt opp Klimameldingen med forslag om et eget driftstilskudd for
biogassanlegg.</p>
<p>Dette mener vi er positivt og dersom det går gjennom så
etableres det et viktig nytt prinsipp: Det skal gis driftsstøtte på inputen. Dvs mengde gjødsel som
behandles i biogassanlegget. &nbsp;Dette
støtter opp om det politiske målet i Klimameldingen og tidligere målsettinger
som er reduksjoner i klimautslipp fra husdyrgjødsel.</p>
<p>Hvorvidt 15 kr/tonn som er foreslått er nok vet vi ikke før
det er implementert og vi ser faktisk utbyggingstakt av nye anlegg. Men det fine med dette prinsippet er at det er fullt mulig å
justere driftstilskuddet (opp eller ned) gjennom jordbruksoppgjøret og at
systemet gir insitamenter til både store og mindre anlegg.</p>
<p>Fremover tror vi det blir viktig å følge opp målsettingene
for biogass tettere. Først når det faktisk blir bygget anlegg vet vi om de store
målene resulterer i praktisk handling, og ikke kun forblir teoretiske mål.</p>

    <title>CCS in Norway approaching real emissions reductions</title>

    <description>Monday was the official opening day for the Technology Center Mongstad (TCM), a test center for carbon capture and storage solutions. The center can help make carbon capture and storage become cheaper and more efficient. Now, Norwegian authorities must commit to the promises found in the recently published white paper “Climate Report” about making two-thirds of climate gas cuts domestically with a rapid development and implementation of the CCS project at Mongstad.

<p>ZERO attended the opening of TCM where representatives of the Norwegian CCS community and a number of international guests were gathered.</p>
<p>The representatives from TCM and Gassnova were rightly proud, because although the center itself will not cause real greenhouse cuts with their “catch and release” testing, it will contribute to the technological development of CCS as a global climate measure on an industrial scale. But CEO of Gassnova, Bjørn Erik Haugan, was careful to remind that “Our job does not end when Prime Minister Jens Stoltenberg opens TCM. This is when our job is beginning”.</p>
<p>-ZERO agrees with this. The goal is full-scale capture of CO2 from gas power plants and cuts in emissions from the largest single source of them. That is Norway’s responsibility and commitment, says Camilla Svendsen Skriung, political advisor for CCS globally from ZERO.</p>
<p>The Norwegian government owns about three quarters of the TCM plant through its subsidiary gas company Gassnova. &nbsp;Statoil, Shell and South African oil company Sasol are the three other owners. &nbsp;All in all, the establishment of the center has cost a total of USD 1.1 bn.&nbsp;</p>
<h3>A more important climate measure than ever</h3>
<p>CCS is considered by both the UN and the International Energy Agency (IEA) to be a critical technology for achieving the goals for cuts in global CO2 emissions. According to the IEA, CCS needs to take up to 20 percent of the cuts necessary for the next 30 years.&nbsp;</p>
<p>"If CCS is out, we need to find other ways to get those carbon cuts and that will be very, very difficult: we have to do it," said Maria van der Hoeven, the IEA executive director, adding that almost three-quarters of all energy between now and 2050 will come from burning fossil fuels. The IEA, which recently warned current trends would lead to a catastrophic 6C of warming, says 3,000 large CCS plants will be needed by 2050, with three dozen within a decade.”</p>

<p>It is not a lack of technology that stops CCS technology from being used on an industrial scale. Rather, a lack of policy framework is so far making it economically infeasible. Commercial drivers that can drive the technological development need to be put in place, along with experience from full-scale CCS plants. Then, the technology can evolve in much the same way as the cleansing technology for sulfur and nitrogen oxides emissions did several years ago. Today, this cleaning technology is an integral and natural part of all coal-fired power plants.</p>
<p>Several instruments can help CCS become a large-scale climate measure, such as use of environmental performance standards (EPS) at power plants and industrial plants, carbon taxes, climate fund, and a fossil certificate system.</p>
<h3>Lagging behind</h3>
<p>The construction of two power plants in Norway at Kårstø and Mongstad and their CCS plants have been categorized by political controversy and compromise, and of delays and spiraling costs. Sadly, CCS from the gas power plant at Mongstad will be completed as late as in 2020, and is roughly estimated by the government to cost around USD 4.24 bn. Originally, under the agreement between the government and Statoil from 2006, a full-scale plant was set to be completed in 2014 with a cost estimate of nearly a fifth of the final price tag. At Kårstø, a full-scale plant was scheduled to be completed by early 2009. The whole project is now on hold.&nbsp;</p>
<h3>Meanwhile, in Canada</h3>
<p>Thousands of miles away, in Saskatchewan, Canada, construction of a full-scale CCS plant at the Boundary Dam coal power plant is well underway. Construction started in April 2011, and the plant is en route to be completed in 2014. It will be the world's first commercial CCS plant at a coal power plant, and will catch more than 1 million tons of CO2 a year.</p>
<p>The Boundary Dam plant uses the same technology as Mongstad. Furthermore, the plant will use 3 years from the investment decision to completion. Norway will spend almost 10 years researching and planning before an investment decision is reached. Then, construction will take up to four years.</p>
<p>The entire facility in Canada costs USD 1.18 bn, which also includes a modernization project of the power plant itself. In Norway, the test plant alone, which captures, then releases 100 000 tons of CO2 costs just as much.</p>
<p>Construction and operation of full-scale plants like Boundary Dam will be crucial for the development and commercialization of CO2 capture technology. After 40 years of experience with capture and utilization of CO2 for industrial and research activities, it is now time for a full-scale plant in Norway to get operational, to make the cuts in emissions that we so sorely need.</p>

Vi ønsker de neste årene å føre opp flere plusshus i Norge, blant annet et nytt plusshus på Brattørkaia i Trondheim og å rehabilitere et eksisterende bygg på Kjørbo i Bærum. Tilsvarende prosjekter har aldri tidligerevært gjennomført i vårt nordlige klima.&nbsp;</p>

    <description>Bjørnar Kruse, Marius Bornstein, Eivind Hodne Steen and Arnt Hartvig have set a new world record: Driving emission-free hydrogen cars from Oslo to Monte Carlo and filling hydrogen at local hydrogen filling stations along the way. This is the longest distance that a hydrogen car ever has gone on public roads without a support vehicle and a mobile filling station in tow.

<p><font color="#333333" face="Arial, sans-serif">Hydrogen fuel cell vehicles are being developed by major international car
manufacturers like Daimler, Toyota, GM and Hyundai.</font><span style="color: rgb(51, 51, 51);" class="apple-converted-space">&nbsp;</span><font color="#333333" face="Arial, sans-serif">The vehicles have fuel cells which
convert hydrogen to electricity and water.</font><span style="color: rgb(51, 51, 51);" class="apple-converted-space">&nbsp;</span><font color="#333333" face="Arial, sans-serif">The
electricity is used to power an electric motor in the vehicle, while the only
byproduct is water – clean enough to drink it. However, hydrogen has not been a
practical option for most people to drive, for one simple reason: A lack of
filling stations. However, as more and more vehicle manufacturers and others
have begun to make use of hydrogen, hydrogen fueling stations have also begun
popping up around the world, including in California, Canada and Japan, and m</font><span style="color: rgb(51, 51, 51);" class="apple-converted-space">ore stations are planned worldwide for early marked
introduction. The hydrogen car team from ZERO – the Zero Emission Resource
Organization – needed no other excuse to fasten their seat belts and hit the
road, emissions free.</span></p>
<p><span style="color: rgb(51, 51, 51);" lang="EN-US">The ZERO Road trip
started at the Økern station in Oslo, and the boys drove via Gothenburg,
Hamburg, Cologne, Karlsruhe and Freiburg in Germany and Sassenage in France and
ended 2260 kilometers and five days later in Monte Carlo, the motor sport
capital of Europe:<span class="apple-converted-space">&nbsp;</span>To the curiosity
of guests at the Casino and the equally famous Hotel de Paris, the team popped
a champagne bottle a couple of hours after midnight on the 21<span class="apple-converted-space">&nbsp;</span>april.</span></p>
<h3><font color="#333333">Never been done before</font></h3>
<p><span style="color: rgb(51, 51, 51);" lang="EN-US">- This has never
been done before, and that is partly why we did it - to show that it is
possible to drive emissions free from Oslo through Europe, says Marius
Bornstein, technical advisor for hydrogen at ZERO.<span class="apple-converted-space">&nbsp;</span>He was one of the drivers who drove
the two Hyundai Ix35 FCEV (Fuel Cell Electric Vehicle) hydrogen cars through
the heart of Europe.<br />
<br />
Hydrogen is one of the core focus areas of ZERO, and the environmental
organization has contributed actively to putting Norway on the world hydrogen
map.<span class="apple-converted-space">&nbsp;</span>Norway is today a leader in
establishing public hydrogen infrastructure, with both Mercedes-Benz and
Hyundai selecting Oslo as one of their testing grounds for their fuel cell
prototypes.<br />
<br />
&nbsp;- Hydrogen cars is about the chicken and the egg: Without the availability
of fuel there are no cars, and without cars there will be no filling stations.
Most of today’s hydrogen stations are projects with one filling station and a
few vehicles circling around the station.<span class="apple-converted-space">&nbsp;Before
we planned the route we</span> checked out all possibilities and acquired the
necessary contacts, says Bjørnar Kruse.<br />
<br />
&nbsp;- We also calculated the distances and options, and our conclusion was
that this could actually work.<span class="apple-converted-space">&nbsp;The
choice of car fell on the </span>Hyundai, since it is among the hydrogen prototypes
with the greatest driving range. Bjørnar had distance-tested the car a few
months earlier, proving that it could run at least 500 kilometers on a full
tank, adds Marcus Bornstein.<br />
<br /></span></p>
<h3><span style="color: rgb(51, 51, 51);" lang="EN-US">Improved infrastructure is necessary</span></h3>
<p><span style="color: rgb(51, 51, 51);" lang="EN-US">The conclusion from the trip is clear: The infrastructure for hydrogen must improve,
and stations must be made more accessible to the public before one can expect a
breakthrough in hydrogen-powered cars.<span class="apple-converted-space">&nbsp;</span>With
better infrastructure, however, it will be possible to cross Europe just as
quickly with hydrogen in the tank as with fossil fuel.<br />
<br />
- We see that Norway has actually made the most progress in Europe to
facilitate for common hydrogen car. Anyone with a credit card and a hydrogen
car can refuel at the Norwegian stations 24/7.<span class="apple-converted-space">&nbsp;To our knowledge, </span>none of the stations
Europe have the same ease of use, and they are all part of pilot projects that
are either built in very confined spaces, or require their own card.<span class="apple-converted-space">&nbsp;</span>But it is not surprising, since no
hydrogen cars can be bought in stores, so the need for this have so far limited
itself, says Kruse.<br />
<br />
Still, that day is not that far away.<span class="apple-converted-space">&nbsp;</span>Both
Daimler (Mercedes-Benz and Hyundai) are almost ready to initiate mass production
of hydrogen-powered fuel cell vehicles from 2015.<span class="apple-converted-space">&nbsp;</span>Mercedes has even gone so far as to
suggest that a reasonably priced compact car with fuel cells should not cost
more than a well-equipped C-class.<span class="apple-converted-space">&nbsp;</span>And
since hydrogen vehicles, like electric cars, do not pay fees and taxes in
Norway, Norway may be a very interesting country for hydrogen cars just as it
has become the world's largest single market for electric vehicles.<br />
<br />
- But then the infrastructure must be improved and made more accessible, repeats
Marius Bornstein and Bjørnar Kruse.<br />
<br /></span></p>
<h3><span style="color: rgb(51, 51, 51);" lang="EN-US">Silent as the breeze, driven by the sun</span></h3>
<p><span style="color: rgb(51, 51, 51);" lang="EN-US">- A hydrogen car like this is very similar to a conventional petrol or diesel
car to drive. The only difference is that it is completely silent, and
completely emission-free, depending on how the hydrogen is produced.<span class="apple-converted-space">&nbsp;</span>It also has more than 500 kilometers
of range, so you can drive a significance distance in between refueling stops,
says Bornstein. </span></p>
<p><span style="color: rgb(51, 51, 51);" lang="EN-US">- Some of these
hydrogen filling stations, like the one we refueled at Freiburg, use solar
energy to produce hydrogen.<span class="apple-converted-space">&nbsp;</span>Then,
the cars run only solar energy. It is hardly possible to imagine a more
environmentally friendly way to travel, says Bornstein.</span></p>

<p>Representatives from ENGO’s member organisations, including ZERO, are attending the <em>11th Annual Conference on Carbon Capture and Sequestration</em> – being held in Pittsburgh, Pennsylvania, this week – which this year is focusing on “building the business case for CCS” through the utilisation of captured CO2 emissions.</p>
<p>Camilla Svendsen Skriung of ZERO said: “This conference is a great arena for meeting stakeholders when it comes to CCS. During the conference we will have vital discussions on the future of this climate technology, and will be trying to influence the faster development and deployment of it.”</p>
<p>The four-day event brings together a large number of CCS professionals from across the world, who will be sharing their own experiences and expertise with delegates. Speakers include Anthony Cugini, director of the USA's National Energy Technology Lab, which is engaged in numerous R&amp;D projects involving CCS technologies; Brad Page, CEO of the Global CCS Institute that builds partnerships and encourages knowledge sharing; Bjørn-Erik Haugan, CEO of Norway's GASSNOVA, which is developing innovative CCS technology for the gas power sector; and Michael Monea, president of CCS initiatives at SaskPower, the Canadian utility company behind the Boundary Dam project.</p>
<p>The conference is also providing an arena for ENGO’s representatives to meet face-to-face for the first time since the environmental NGO network was launched in December 2011. The group will be discussing progress to date as well as defining future goals.</p>
<p>Camilla said: “ZERO is delighted that the network is having its first gathering, and we look forward to the cooperation and work in the years ahead.</p>
<p>“Truly sustainable solutions, such as increasing energy efficiency and using renewable energy sources, should be at the forefront of mitigation efforts. &nbsp;This means ahead of solutions that depend on fossil fuels, wherever possible. But at the same time it is true that, given the world’s current and projected reliance on fossil fuels, CCS is a critical mitigation technology that can enable faster and larger emission reductions</p>
<p>“The ENGO network is united in promoting the use of CCS as a means to tackle climate change in ways that ensure human health and the environment are protected. We will pursue domestic and international policies, regulations and initiatives that enable CCS to deliver on its emissions reduction potential.</p>
<p>“It will be important to support each NGO in the network in their work on a national level and. In this manner, the network will be a strong tool.”</p>

  skjer allerede spennende ting i nord. Vindkraft- og småkraftaktører er på
  ballen og satser stort. På konferansen får vi presentert konkrete prosjekter
  innen vindkraft, småkraft, tidevannskraft og hydrogen. Vi får også høre
  status på nettutbygging og konsesjoner.</p>
<p>Noen
  stiller spørsmål om hvorfor vi trenger mer fornybar energi. I tillegg til å
  bidra til de politiske målene Norge har satt seg gjennom EUs
  fornybardirektiv, betyr utbygging av fornybar energi næringsutvikling for
  kommuner og aktører i Nord-Norge. På konferansen har du anledning til å lære
  mer om disse mulighetene. </p>
<p>Den
  nye fornybare energien må brukes på riktig måte for å nå Norges nasjonale mål
  i fornybardirektivet og målene i den kommende Klimameldingen. Derfor vil vi
  diskutere hvordan den nye fornybare energien kan brukes for å bidra til
  dette, vi kommer særlig inn på elektrifisering og hydrogenproduksjon.</p>

<p>Norges vassdrags- og energidirektorat (NVE) har i dag gitt
Statnett konsesjon på å bygge og drive en 420 kV kraftledning fra Ofoten i
Nordland til Hammerfest i Finnmark. Zero mener linja er svært viktig for kutt
av klimagassutslipp i Nord-Norge, og er glad for dagens vedtak.</p>
<p>— Det er tre viktige klimaargumenter for at linja fra Ofoten
til Hammerfest bygges, sier avdelingsleder Einar Wilhelmsen i Zero.</p>
<p>Wilhelmsen viser til at den nye kraftlinja er avgjørende for
å kutte utslippene fra petroleumsnæringa i Finnmark. Goliat utbyggingen kan
redusere utslippene sine med rundt 130&nbsp;000 tonn CO2 så snart linja er på
plass, mens Snøhvit kan redusere utslippene sine umiddelbart med rundt 150 000
tonn så snart linjen er på plass.</p>
<p>– Kraftlinja gjør det mulig å kutte to av Norges største
utslippskilder, sier Einar Wilhelmsen.</p>
<p>&nbsp;I tillegg er kraftlinja viktig for å realisere noe av det
store vindkraftpotensialet som finnes i landsdelen. Finnmark alene sitter på
over 70 prosent av det nasjonale potensialet for vindkraftutbygging, mens Troms har
landets nest beste vindforhold, kommenterer Wilhelmsen.</p>
<p>— Vindkraftutbyggingene som er planlagte i denne regionen
vil gi et betydelig tilskudd av ren og fornybar strøm i tillegg til lokale
arbeidsplasser og næringsutvikling.</p>
<p>Hovedargumentasjonen for utbygging av kraftlinja er
forsyningssikkerhet.</p>
<p>— God forsyningssikkerhet reduserer behovet for fossil
reservekraft og muliggjør utfasing av fossil energibruk i industri, transport
og bygg, ifølge Wilhelmsen.</p>
<p>Ifølge Statnett er hovedårsaken til Ofoten-Balsfjord
forsyningssikkerhet, mens Balsfjord-Hammerfest i tillegg begrunnes med
forbruksvekst og ny fornybar energiproduksjon.</p>
<p>Det er viktig for Zero at kraftlinjer og fornybar
energiproduksjon bygges ut uten negative konsekvenser for biologisk mangfold,
og vi er derfor fornøyd med at kraftlinja mellom Ofoten og Hammerfest i hovedsak
skal gå langs eksisterende infrastruktur.</p>

<p>Kongsberg Innovasjon, sammen med ZERO har lagt fram en rapport som setter fokus på mulighetene for smartere grensesnitt mellom elbil og kollektivtransport. Vi har tatt utgangspunkt i at transport inn til byene i langt større grad må være basert på kollektivtrafikk, men at pendlere likevel vil søke etter fleksibilitet og høy mobilitet. Vi mener vi kan oppnå god mobilitet med elbil i godt samspill med kollektivtrafikken. Innfartsparkeringssystemer har i svært liten grad dratt nytte av avanserte systemer for sanntidssystemer og informasjonsspredning ved hjelp av IKT som ellers preger samfunnet. Vi tror en økt satsning på å gjøre grensesnittet mellom individuell transport og en effektiv kollektivtrafikk kan gjøre det mulig å redusere klimagassutslipp, og samtidig bidra til god trafikkavvikling på en rimeligere måte enn å tilpasse innfartsårene til forventet økning i persontransport med personbil.</p>
<p>Kongsberg Innovasjon og Zero jobber for å fremme bruk av elbiler, og har i tilknytning til Electric Mobility Norway-prosjektet jobbet med forstudien;<a title="Grensesnitt individuell og kollektiv transport" class="internal-link" href="resolveuid/de5b19aa-92e5-4e0f-a1e2-2c9bd07bf637"> ”Grensesnitt mellom individuell og kollektiv transport”</a>. Dette er den lengste hydrogenbildistansen som er kjørt uten supportkjøretøy og uten mobil fyllestasjon på slep. </description>

<p><a title="Driving the impossible: Hydrogen cars unsupported from Oslo to Monaco" class="internal-link" href="resolveuid/a77d8b0c-707f-4576-b55b-fbffdeabeafa">For english version, please press this link.</a> Hydrogenbiler er et svært viktig satsningsområde for store internasjonale
bilprodusenter som Mercedes-Benz, BMW, Toyota, Nissan og Hyundai. Bilene har
brenselceller som omgjør hydrogen til strøm og vann. Strømmen driver en elmotor
i bilene, mens det eneste biproduktet er rent vann - så rent at man kan drikke
det. Likevel, hydrogenbil har ikke vært et praktisk alternativ for folk flest å
kjøre, av en enkel grunn: Mangel på fyllestasjoner. Men i takt med at stadig
flere bilprodusenter og andre har begynt å ta i bruk hydrogen, har også
hydrogenstasjoner begynt å poppe opp rundt i verden, blant annet i California,
Canada og Japan. Nå følger Europa etter, og i Tyskland planlegges det et
nasjonalt nettverk av hydrogenstasjoner innen 2015. Men allerede nå er det
altså mulig å kjøre en hydrogenbil fra fyllestasjonene på Økern og Gaustad i
Oslo, via&nbsp; Danmark, Hamburg, Køln, Karlsruhe og Freiburg i Tyskland og
Sassenage i Frankrike, før turen endte, etter 2260 kilometer og fem døgn, i
Europas bilsporthovedstad Monte Carlo.&nbsp;Til stor
oppmerksomhet fra gjestene på kasinoet og det like berømte Hotel de Paris kunne
champagneflasken sprettes et par timer over midnatt den 21. april.</p>
<p>&nbsp;</p>
<p>– Dette har aldri blitt gjort før, og nettopp
derfor gjør vi det - for å vise at det er mulig å kjøre utslippsfritt fra Oslo
og gjennom Europa, sier Marius Bornstein, teknologisk rådgiver på hydrogen i
ZERO. Han var en av sjåførene som kjørte de to Hyundai ix35 FCEV (Fuel Cell
Electric Vehicle) hydrogenbilene gjennom Europa.&nbsp;</p>
<p>&nbsp;</p>
<p>Hydrogen er et av kjernesatsingsområdene til Zero og
miljøorganisasjonen har bidratt aktivt til å sette Norge på verdens
hydrogenkart. Ikke noe land i Europa tilbyr flere tankemuligheter for hydrogen
enn Norge, og av samme grunn har både Mercedes og Hyundai valgt ut Oslo som
testarena for sine</p>
<p>&nbsp;</p>
<p>– Hydrogen handler om høna og egget, uten tilgjengelig
drivstoff får vi ingen biler, og uten biler ingen tankstasjoner. Så vi sjekket
ut alle muligheter for å tanke og skaffet oss nødvendige kontakter, sier
Bjørnar Kruse.</p>
<p>&nbsp;</p>
<p>– Og vi regnet på avstander, kalkulerte alternativer og
konkluderte med at dette kunne gå. Bilvalget falt på Hyundai fordi den har
størst tankkapasitet og dermed størst rekkevidde. Bjørnar hadde testet ut bilen
og bevist at den kunne kjøre minst 500 kilometer på full tank, supplerer Marius
Bornstein.</p>
<p>&nbsp;</p>
<p>Konklusjonen er klar: Infrastrukturen for hydrogen må bli
bedre og stasjonene mer tilgjengelige før man kan forvente et gjennombrudd for
hydrogendrevne biler. Med bedre infrastruktur vil det la seg gjøre å krysse Europa
like raskt med hydrogen på tanken som med fossilt drivstoff.</p>
<p>&nbsp;</p>
<p>– Vi ser at Norge faktisk har kommet lengst i Europa i å
tilrettelegge for vanlig bruk og betaling med kredittkort på
hydrogenstasjonene. Ingen av stasjonene i Europa har det. De er alle en del av
pilotprosjekter som enten befinner seg inne på svært lukkede områder eller
krever egne kort. Men det er kanskje ikke så rart, det finnes jo fortsatt ikke
hydrogenbiler å få kjøpt så behovet har så langt begrenset seg selv, sier
Kruse.</p>
<p>&nbsp;</p>
<p>Men det er i dag. Både Daimler (Mercedes-Benz og Hyundai) er
klare til nærmest å serieprodusere hydrogendrevne brenselcellebiler fra 2015.
Mercedes har til og med gått så langt som å prisantyde at en kompaktbil med
brenselceller ikke skal koste mer enn en godt utstyrt C-klasse. Og siden
hydrogenbiler i likhet med elbiler ikke betaler noen avgifter i Norge, kan
Norge bli et svært interessant land for hydrogenbiler akkurat som det er blitt
verdens største enkeltmarked for elektriske biler.</p>
<p>&nbsp;</p>
<p>– Men da må infrastrukturen bli bedre og mer tilgjengelig,
gjentar Marius Bornstein og Bjørnar Kruse.</p>
<p>&nbsp;</p>
<p>– En hydrogenbil slik som denne er svært lik en
vanlig bensin- eller dieselbil å kjøre, den eneste forskjellen er at den er
helt lydløs, og helt utslippsfri, avhengig av hvordan hydrogenet er fremstilt.
Den har også mer enn 500 kilometers rekkevidde, så man kan kjøre et godt stykke
før man må tanke. På hydrogenstasjoner som den vi tanket på i Freiburg, brukes
solenergi til å lage hydrogen. Da går bilene på ren solenergi, og det er knapt
mulig å se for seg en mer miljøvennlig måte å reise på, avslutter Bornstein.&nbsp;</p>

    <title>The future of coal in USA: Texas focus</title>

    <description>At the end of last month, America’s Environmental Protection Agency (EPA) proposed limits on carbon emissions from any new power plants to be built in the country. </description>

<p>This was the first step by the USA to set any such limits on electricity generating facilities, and it was welcomed by environmentalists. It received less rapturous applause from conventional power companies, some of whom warned they would shut down more than 42GW of generation – around 13% of the nation’s coal-fired electricity – rather than upgrade to pollution-control technology.</p>
<p>The EPA’s plans – which exempt coal plants already permitted and beginning construction within a year – call for a limit of no more than 1000&nbsp;pounds of CO2 per megawatt of electricity produced. Conventional coal-fired power plants emit almost double that.</p>
<p>Not so with the new “clean coal” generation of power plants, at various stages of development, which are eyeing carbon capture and storage, along with more efficient ways of firing coal, as a means to keep carbon emissions low.</p>
<p>The Texas Clean Energy Project (TCEP), being developed by Summit Power Group, had already worked CCS and integrated coal gasification technology into its plans before the EPA ruling hit the headlines. And the company believes coal still has a huge role in the USA’s future energy mix.</p>
<p>Laura Miller, Summit Power Group’s director of projects at TCEP, told ZERO: “We feel strongly that coal has a strong future in America’s energy portfolio because, as our project and others prove, coal can be used in an extremely clean way to make both power and products. And America has enough coal to power the country for hundreds of years.”</p>
<p>TCEP’s new 400MW power plant in Texas will burn syngas from gasified coal, a process which has fewer emissions than a conventional coal-fired plant. It will also incorporate CCS technology which aims for an ambitious 90% capture rate – or 2.5 million tonnes per year of CO2. While Summit supports the use of coal well into the future, it stresses that CCS must be an integral part of its exploitation.</p>
<p>Laura Miller says: “We do believe that coal is only viable as a feedstock for the future if CCS is required as a component, and since our project includes the most aggressive capture rate known at this point – a 90% capture rate – we feel that we will be an important reference project for others.”</p>
<p>But what about the economics of CCS in the electricity market? While other CCS projects grapple with making the sums add up, TCEP has several factors in its favour. Summit has strong financial support and goodwill from the&nbsp;American government. To date, TCEP has received $450 million from the federal government - from its Clean Coal Power Initiative and through provisions within the American Recovery and Reinvestment Act 2009.</p>
<p>And in January 2012 the company signed a historic deal with major utility firm, CPS Energy, for 200MW of power from TCEP – the first USA purchase of low-carbon power by a utility from a coal-based power plant fitted with carbon capture. The project will also be sited above the Permian Basin in West Texas, where the world’s largest and most active enhanced oil recovery operations are in progress.</p>
<p>Laura Miller adds: “With no price on carbon and no cap-and-trade policy, we do feel that enhanced oil recovery is an important element, since the revenue from the sale of compressed CO2 from these projects is critical to private financing.”</p>
<p>While the EPA’s landmark ruling may spell the end for conventional coal plants, according to Summit the fossil fuel will continue to power the USA – at least for the next few hundred years or so.</p>

Regjeringens klimamelding sier lite om hvorvidt Norges totale CO2-utslipp faktisk kommer til å bli mindre i 2020 enn i dag. Det er meldingens store svakhet, mener miljøstiftelsen ZERO. – Vi må nå få vite om tiltakene og virkemidlene i klimameldingen faktisk sørger for at vi slipper ut langt mindre CO2 i 2020 enn i dag. Her blir regjeringen svar skyldig, sier leder i ZERO Einar Håndlykken.</description>

Men fondet er ikke stort nok til å utløse det store potensialet for klimatiltak som faktisk finnes. – Også her må vi appellere til opposisjonen på Stortinget og be dem øve påtrykk for å øke beløpet betydelig. Fondet må bli større for å kunne finansiere store investeringer som kutter utslipp så det virkelig monner, sier Håndlykken.</span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable"><br /></span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable">ZERO er også glade for at regjeringen vil øke CO2- avgiften for oljeindustrien. Dessverre blir økningen spist opp av at oljeindustrien får kvoter tildelt gratis fra neste år og en planlagt avgiftsnedgang for øvrig over flere år. - Også her må opposisjonen stille krav om en kraftig økning av avgiften de nærmeste årene, mener Håndlykken.</span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable"><br /></span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable">Klimameldingens største mangel er at den hopper bukk over de klimatiltakene som med sikkerhet vil kutte CO2-utslipp innen 2020. Det viktigste her er elektrifisering av sokkelen.</span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable"><br /></span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable">-Oljeindustrien er den største utslippssektoren i Norge og det vi trenger nå er et utvetydig krav om at plattformene må tilføres ren kraft fra land i stedet for å bruke forurensende gasskraftverk. Dette ville sørget for nødvendige utslippskutt. Nå setter vi vår lit til at opposisjonen vil styrke kravene om elektrifisering av sokkelen, sier Håndlykken.</span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable"><br /></span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable">Et virkelig godt tiltak er at regjeringen i meldingen strammer inn byggforskriftene slik at passivhusnivå blir standard for nybygg inn 2015 og at det stilles krav om nullenergibygg i 2020. Det er også meget bra at regjeringen nå innfører en tilskuddsordning som skal føre til full utfasing av fossil oljefyring i private hjem.</span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable"><br /></span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable">Noe bra, men langt fra nok.</span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable"><br /></span><span id="parent-fieldname-description" class="kssattr-atfieldname-description kssattr-templateId-widgets/textarea kssattr-macro-textarea-field-view inlineEditable">Regjeringens klimamelding har gode visjoner og viktige målsettinger. Men tiltakene og virkemidlene som presenteres er ikke tilstrekkelige. Dette inntrykket understrekes i dag av Regjeringen selv.
