The plant produces urea and ammonia for the fertiliser industry in China. Part of the plant features a scrubber system that captures CO2 from the process for urea production.

The Luzhou plant produces 400,000 t/y synthetic ammonia and 520,000 t/y urea, aimed mainly at the Chinese fertiliser market. Further capacity increases are in the pipeline. Part of the plant features a CO2 scrubber system fed by the exhaust from the NH3 reformer unit. This uses CO2 capture technology based on Fluor's Econamine FGSM process. The captured CO2 (160 t/d) is used in the production of urea because the feedstock for urea synthesis is deficient in CO2 and is balanced by adding CO2 from the Fluor Econamine FGSM unit.
