Mongstad postponed again - still large emissions of CO2

On Monday the news broke that the plans for CCS on the gas-fired power plant at Mongstad once again risk being postponed. The Minister of Petroleum and Energy, Terje Riis-Johansen, said that the investment decision may be further delayed until 2016.

A postponement of the investment decision, and by that the decision on whether the plant will be cleaned, means large greenhouse gas emissions in the years ahead. It also means increased uncertainty associated with the future of the project. If the decision is not taken until 2016, the CCS project will not be finished in nearly 10 years time- in 2020.

- Mongstad emits 2.2 million tonnes of CO2 annually. The constant delays associated with this project, is increasing Norwegian greenhouse gas (GHG) emissions in the years to come. It is very serious and reprehensible that the treatment plans is once again postponed, "said Kari Elisabeth Kaski, oil and gas consultant in ZERO

It was back in 2006 that the agreement on full-scale CO2-treatment plant at Mongstad was signed between the government and Statoil. Originally the full-scale treatment plant at Mongstad should be in place by 2014. Since then, the project has been subjected to numerous delays. Now it appears that the gas-fired power plant will run without CCS in 10 years, despite the fact that the government in its policy platform promised that new the power plant would have CO2 capture.

Consequences of release of amines

The Government now refers to the uncertainty associated with health effects of amines as a background for the delay. This was also the reason why the project was put on hold in the fall of 2010, based on letters from Statoil. Now the group recently sent a letter pdf (only in Norwegian) to the ministry on the matter.

ZERO believe that the problems of uncertainty connected to the harmful amines are fully manageable and that this gives no reason to postpone the investment decision . Aker Clean Carbon, said this fall that they have eliminated the problem when it comes to emissions of toxic amines from CO2 capture.

- We hope the government immediately begins the prequalification process for the technology providers for full-scale CCS at Mongstad, in order to avoid further delay. Full progress on the scale at Mongstad is very important to avoid greenhouse gas emissions and to deploy capture and storage of CO2 in such a scale necessary to solve the climate challenge, "says Kaski.
